Kelsey Bennett

Kelsey Bennett serves as Director of Environmental and Sustainability Planning at Rincon Consultants and offers a unique vision for the future of CEQA GHG assessment at the convergence of quality climate action planning and defensible environmental impact analysis. Specifically, her climate experience includes climate analyses (contribution to climate change as well as climate change vulnerability) as part of CEQA/NEPA impact assessment; policy development via climate action/adaptation plan and general plan policies to reduce GHG emissions and mitigate climate change impacts; and development of locally appropriate CEQA GHG thresholds and guidance for jurisdictions. Kelsey’s overarching focus is the intersection of environment, sustainability, and policy to help the largest swaths of society gain access to healthy and safe communities and achieve our collective planning vision of a resilient California.
